    The Economic Impact of City-County Consolidations: A Synthetic Control Approach

    Although more rapid development is a primary motivation behind city-county consolidations, few empirical studies explore the impact of consolidation on economic development. No studies look at government consolidation in the United States using modern causal inference methods. We use the synthetic control method (SCM) to examine the long-term impact of city-county consolidations on per capita income, population, and employment. The results from the three cases explored indicate that consolidation does not guarantee development and actually can have negative effects. Additionally, consolidation can deepen the urban-rural divide by accelerating the decline of rural populations relative to those of urban areas. The effects vary based upon the county, time horizon and development measure. The results are robust to placebo test simulations and counterfactuals constructed only from counties with earlier failed consolidation attempts. Our results highlight how public choice considerations surrounding the implementation of governmental consolidations are crucial to outcomes and can help inform any subsequent city-county consolidation attempts

    Content addressable memory project

    The progress on the Rutgers CAM (Content Addressable Memory) Project is described. The overall design of the system is completed at the architectural level and described. The machine is composed of two kinds of cells: (1) the CAM cells which include both memory and processor, and support local processing within each cell; and (2) the tree cells, which have smaller instruction set, and provide global processing over the CAM cells. A parameterized design of the basic CAM cell is completed. Progress was made on the final specification of the CPS. The machine architecture was driven by the design of algorithms whose requirements are reflected in the resulted instruction set(s). A few of these algorithms are described

    A review of split-cycle engines

    This article reviews split-cycle internal combustion engine designs. The review includes historical work, assessment of prototypes and discussion of the most recent designs. There has been an abundance of split-cycle engine designs proposed since the first in 1872. Despite this, very few prototypes exist, and no split-cycle engines are reported to be in series production. The few split-cycle prototypes that have been developed have faced practical challenges contributing to limited performance. These challenges include air flow restrictions into the expansion cylinder, late combustion, thermal management issues, and mechanical challenges with the crossover valve actuation mechanism. The main promoted advantage of split-cycle engines is the increased thermal efficiency compared to conventional internal combustion engines. However, an efficiency improvement has not thus far been demonstrated in published test data. The thermodynamic studies reviewed suggest that split-cycle engines should be more efficient than conventional four-stroke engines. Reasons why increased thermal efficiency is not realised in practice could be due to practical compromises, or due to inherent architectural split-cycle engine design limitations. It was found that the number of split-cycle engine patents has increased significantly over recent years, suggesting an increased commercial interest in the concept since the possibility of increased efficiency becomes more desirable and might outweigh the drawbacks of practical challenges

    Qualitative research into families' experiences and behaviours in the Childcare Affordability Pilots (CAP09): actual costs pilot [+ appendix]

    The Childcare Element (CCE) of Working Tax Credits (WTC) is designed to offer working parents financial support for the payment of childcare costs. Subject to a range of eligibility criteria, working families were able to claim 80% of their total childcare costs via this system at the time of the Pilot. Since April 2011, families can claim up to 70% of their childcare costs. The aim of the Actual Costs Pilot was to assess whether an alternative method of paying the CCE would change customer experiences and behaviour of claiming, and help them report their childcare costs more accurately. It is hoped this evidence may help the government understand how it can support families with children into sustainable employment. The Actual Costs system involved reporting childcare costs every four weeks to the dedicated team in the Tax Credits Office (TCO), and having up to 80% of these costs reimbursed within a limit of total childcare costs at £175 for one child, and £300 for two or more children, as in the standard system

    How should Ubicomp technologies be evaluated? While lab studies are good at sensing aspects of human behavior and revealing usability problems, they are poor at capturing context of use. In-situ studies are good at demonstrating how people appropriate technologies in their intended setting, but are expensive and difficult to conduct. Here, we show how they can be used more productively in the design process. A mobile learning device was developed to support teams of students carrying out scientific inquiry in the field. An initial in-situ study showed it was not used in the way envisioned. A contextualized analysis led to a comprehensive understanding of the user experience, usability and context of use, leading to a substantial redesign. A second in-situ study showed a big improvement in device usability and collaborative learning. We discuss the findings and conclude how in-situ studies can play an important role in the design and evaluation of Ubicomp applications and user experiences

    Developmental succession of the microbiome of Culex mosquitoes

    Background: The native microflora associated with mosquitoes have important roles in mosquito development and vector competence. Sequencing of bacterial V3 region from 16S rRNA genes across the developmental stages of Culex mosquitoes (early and late larval instars, pupae and adults) was used to test the hypothesis that bacteria found in the larval stage of Culex are transstadially transmitted to the adult stage, and to compare the microbiomes of field-collected versus laboratory-reared mosquitoes.Results: Beta diversity analysis revealed that bacterial community structure differed among three life stages (larvae, pupae and adults) of Culex tarsalis. Although only similar to 2 % of the total number of bacterial OTUs were found in all stages, sequences from these OTUs accounted for nearly 82 % of the total bacterial sequences recovered from all stages. Thorsellia (Gammaproteobacteria) was the most abundant bacterial taxon found across all developmental stages of field-collected Culex mosquitoes, but was rare in mosquitoes from laboratory-reared colonies. The proportion of Thorsellia sequences in the microbiomes of mosquito life stages varied ontogenetically with the greatest proportions recovered from the pupae of C. tarsalis and the lowest from newly emerged adults. The microbiome of field-collected late instar larvae was not influenced significantly by differences in the microbiota of the habitat due to habitat age or biopesticide treatments. The microbiome diversity was the greatest in the early instar larvae and the lowest in laboratory-reared mosquitoes.Conclusions: Bacterial communities in early instar C. tarsalis larvae were significantly more diverse when compared to late instar larvae, pupae and newly emerged adults. Some of the bacterial OTUs found in the early instar larvae were also found across developmental stages. Thorsellia dominated the bacterial communities in field-collected immature stages but occurred at much lower relative abundance in adults. Differences in microbiota observed in larval habitats did not influence bacterial community profiles of late instar larvae or adults. However, bacterial communities in laboratory-reared C. tarsalis larvae differed significantly from the field. Determining the role of Thorsellia in mosquitoes and its distribution across different species of mosquitoes warrants further investigation
